The University of California intends to establish a new major research campus at Berkeley Global Campus to allow development of additional facilities for UC Berkeley and Lawrence Berkeley National Laboratory (LBNL). This federally-funded research and development center will be managed by the University of California Regents under contract with the US Department of Energy (DOE), and will be focused on energy, environment, and health. The Berkeley Global Campus will further build the synergistic relationship of UC Berkeley and LBNL for the benefit of both institutions and create resiliency through research partnerships and engagement beyond traditional university bounds.
The Long Range Development Plan (LRDP) is a comprehensive document that establishes the land use patterns and relevant policies to guide implementation of facilities and infrastructure in the long-term development of the Berkeley Global Campus.
The LRDP includes descriptions of the need for the new site as well as the character and conditions surrounding the Berkeley Global Campus and at the site itself. It includes a discussion of the instruction and research to be conducted and the intended symbiotic relationship between the Berkeley Global Campus and the City of Richmond. The LRDP identifies the physical design vision that will guide the long-term development of the campus as a model of sustainability and an environment that will foster the collaboration that is essential to discovery and innovation. The proposed development of the campus is informed and guided by a commitment to the highest standards of sustainability in planning, design and operations.
The LRDP was prepared with the participation of a diverse group of administrators, scientists, and staff from LBNL and UC Berkeley. A series of visioning workshops was conducted with group members who will likely be relocating to the new campus. Four additional workshops focused on transportation, campus character, utilities, and sustainability, and resulted in the identification of principles to guide campus development. In parallel, numerous meetings were held with City of Richmond staff, stakeholders and the broader community.
The LRDP is accompanied by separate environmental review documents as required by the California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA). These include descriptions of the Berkeley Global Campus site and analysis of potential impacts that could result from the development program identified in the LRDP. The environmental impact analyses are based on an Illustrative Development Scenario (IDS) that accommodates the projected development program in accordance with the goals and principles that guide this LRDP, including the projected building space, population, infrastructure, and other site requirements.
