Biography

As a retired Captain in the Navy Civil Engineer Corps, Stephen Bell has over 30 years of experience in managing large engineering and construction projects for government agencies, including a $300 million annual facilities program and $2.5 billion construction program as the facilities director for the Navy Bureau of Medicine and Surgery. Today, he applies his expertise at Page, where he is responsible for business development in civic, government and healthcare projects with a federal and military focus.

Stephen served as a facilities director for Navy Medicine, securing resources for the largest Navy Medical Construction Program since WWII. In 2005, he managed a $3.2 billion construction program for the Iraqi military and police, completing more than 2,000 projects. He recently returned to Page after serving as the Associate Vice President, Facilities Management for the University of Texas Health Science Center at San Antonio where he led all facility programs, planning, design and construction including major renovations.

Initially Stephen was introduced to Page through the Health Facility Institute, a non-profit dedicated to the education of health facility professionals. As one of his first projects as an associate principal and senior project manager at Page, he was tasked with a confidential science and technology project with a value in the tens of millions.
