Page welcomes new Associate Principals Beth Foster and Philip Perlin. Both are located in the Page San Francisco office and both have strong Planning backgrounds.

Beth Foster, Senior Project Manager, brings an urban, education-focused perspective to her work as a large-scale planner for clients as varied as the St. Joe Corporation; the city of Columbia, Maryland and University of San Francisco, a private Jesuit institution. She has found that she enjoys working with institutional clients as they typically approach projects with a long-term vision and strong commitment to mission.

Philip Perlin, Senior Planner, is an urban and campus planner. He has worked on over fifty campus planning and programming studies and numerous urban projects in his two-plus decades career. Philip was introduced to Page through his work on the master plan for The University of Texas (UT) at Austin, on which Page served as consultant. The campus master plan included a new medical district on which Philip also worked.

Beth’s two decades of experience in campus and land planning are based on dual Masters’ degrees in Urban Planning and Landscape Architecture. She finds this combination of work gratifying because it combines her planning and landscape sensibilities, allowing her to bring an understanding of natural systems and patterns to land use decisions. Her work can be seen in the Long Range Development Plan for the University of California Berkeley Global Campus.

Beth is an active advocate for sustainable planning and shares her expertise frequently, such as workshops on “Integrating Sustainability in the Master Planning Process”. She also enriches her project work through involvement with several professional organizations including APA (American Planning Association), ASLA (American Society of Landscape Architects), SCUP (Society for College and University Planning) and USBGC (U.S. Green Building Council).

Beth joined Page through a merger with her then-firm, BMS Design Group, where she was a senior planner. Prior to that, she was a partner at Sasaki Associates, Inc. until they closed their West Coast office. While at Sasaki, Beth was a member of the Practice Leaders committee, a group of partners responsible for the overall quality of design across the firm's projects. She began her post-graduate studio career at ICON architecture, a multidisciplinary design firm in Boston.

Philip’s ability to successfully assemble and lead multidisciplinary project teams, analyze needs, develop plans, engage with stakeholders and implement solutions for institutions and municipalities is evident in the numerous awards his work has won. The UT Austin Campus Master Plan received the Excellence in Planning Merit Award from the Society for College and University Planning (SCUP); the TechTown (Midtown Detroit) District Plan and Providence 2020 Plan have also won several awards each, including Downtown Merit Award from the International Downtown Association (IDA) and an Award of Excellence from American Society of Landscape Architects (ASLA).

While he attributes his success to his philosophy that collaboration with other design professionals creates a foundation for effective planning processes and design excellence, commitment to his ongoing education clearly plays a role as well.  Outside the office, Philip is active in SCUP (Society for College and University Planning) and both the American Planning Association and Canadian Institute of Planners, which ensures he remains aware of trends and evolutions in urban design, landscape architecture, master planning and project management.  

Prior to joining Page, Philip served as Senior Planner and project manager for Sasaki's Campus Studio and Planning Discipline, where he worked closely with Page Principal Dan Kenney. He previously worked for a Canadian firm, Cochrane Brook Planning and Urban Design, as a land use planner and project manager.
